CA Business & Professions Code 1246(a) of 1973

• Must be HS graduate or equivalent
• Must work under authorization of MD
• 10 hours of training certified by MD or Bio-Analyst
• 3 successful venipunctures & 3 successful skin punctures
• To be certified, no certifying exam or CEU's required

• Increased public & media awareness of blood association for HIV & Hepatitis
• Hiring concerns from hospitals & instructors that increasing number of weekend phlebotomy training programs were unregulated
